SUBJECT: Proposed Amendments to Resolution No. 716-20; A Resolution urging the
Mayor's Office to authorize Google and/or Apple to release Sustain Hawai`i's
"Safe Travels contact tracing application" for voluntary use by County constituents
to augment existing safety protocols currently in place in the State of Hawaii in
response to the COVID-19 pandemic.
Please find attached proposed amendments to Resolution No. 716-20. These amendments update
the resolution based on the most recent information available, and expand the scope of the
resolution to grant a statement of comprehensive support for similar mobile applications.
The proposed amendments are illustrated below in Ramseyer format as applied to the current
contents of Resolution No. 716-20. Material to be deleted is bracketed and stricken; material to
be added is underscored.
1. , Resolution No. 716-20 is amended by amending the title to read as follows:

2. Resolution No. 716-20 is amended by amending the first through the ninth WHEREAS
clauses, and by deleting the eighth and tenth such clauses to read as follows:
"WHEREAS, on March 4, 2020, Governor David Ige issued the first in a series of
proclamations declaring a state of emergency to support ongoing State and County responses to
COVID-19; and
WHEREAS, [ ,] on February 28, 2020, [

3. Resolution No. 716-20 is amended by amending the enacting clause to read as follows:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that [it

] immediately support the release of the Sustain Hawaii Perseus ID mobile
application as well as all other apps offering similar services or functions available for free and
voluntary public use [,,i., Google or Apple.] on the Android or iOS platforms."
4. Resolution No. 716-20 is amended by amending the BE IT FURTHER RESOLVED
clause to read as follows:
"BE IT FURTHER RESOLVED that the Council supports the release of Sustain
Hawai`i's [Sae rTfa-vels eenl et 1-rnnPerseus ID mobile application [ ] as well as
all other antis offering similar services or functions that utilize strong protections against the
unauthorized use, release, or sale of personal data as an adjunct to existing State and County
testing and tracing protocols for containing the spread of COVID-19."
5. Resolution No. 716-20 is amended by amending the BE IT FINALLY RESOLVED clause
to read as follows:
"BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable David.Ige, Governor; the Honorable Harry Kim, Mayor; Roy
Takemoto, Managing Director; Deanna Sako, Finance Director; the Honorable Josh Green, MD,
Lieutenant Governor; [Bruer-so , Dire ter- DOH;] Kevin Vaccarello, Executive Director
Sustain Hawai`i,[liarsen with ee .] and Libby Char, MD, interim director of the
Department of Health."

HAWAI`I'S PERSEUS ID MOBILE APPLICATION AS WELL AS ALL OTHER
MOBILE APPLICATIONS OFFERING SIMILAR SERVICES OR FUNCTIONS THAT
ARE AVAILABLE FOR FREE AND VOLUNTARY USE BY COUNTY
CONSTITUENTS TO AUGMENT EXISTING SAFETY PROTOCOLS CURRENTLY IN

WHEREAS, increasing access to contact tracing and testing in response to Hawai`i's
recent COVID-19 spike is imperative to the health, safety, and economic well-being of our
community; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Mayor immediately support the release of the Sustain Hawaii Perseus ID mobile application as
well as all other apps offering similar services or functions available for free and voluntary
public use on the Android or iOS platforms.

BE IT FURTHER RESOLVED that the Council supports the release of Sustain
Hawai`i's Perseus ID mobile application as well as all other apps offering similar services or
functions that utilize strong protections against the unauthorized use, release, or sale of personal
data as an adjunct to existing State and County testing and tracing protocols for containing the
spread of COVID-19.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
