Aloha Council Members,
I am writing to encourage you to support the passage of bill 179. Specifically, I encourage you to deny any
amendments to Appendix L. Appendix L allows for the construction of factory built housing. As you all know, we
have an affordable housing shortage in Hawaii County that continues to make housing unattainable for many
individuals. Appendix L is one of many ways that we can begin to address the affordable housing solution. Most
importantly, the construction of factory build housing is a sustainable model that does not require
government subsidies and assistance. Building factory built housing does, however, require leadership that supports a
wide variety of solutions to (Jur housing solutions. Do make factory built housing unattainable by killing it with
amendments and bureaucratic barriers. Let appendix L stand, unamended, and let the County work out the best way to
ensure compliance and safety through the rules process.
