The Flawaifi Island Housing Coalition is a working groupunder the Vibrant awai'i Initiative focused on the critical issue of housing and in particular,home production and preservation, lard access and use,access to capital and credit, and policy and community opportunity, As proposed, Bill 179 graft 2 establishes the foundation for a more comprehensive construction code and the promotion of efficiencies with the regulatory processes related to building construction. Bill 179 also includes progressive concepts and solution options to our cornmur ity's current and anticipated housing needs. both Appendix L Factory-Built Housing and Appendix Y Tiny Homes will afford our community members with options,for h rn ownership and affordable rentals/ As you are well aware, many of our island's households are at or halon 0%.of the area Median income(AMI)level. This designation means these households have a maximum monthly affordable home/shelter cast of approximatl y$1,200 inclusive of mortgage or rent and utiliites- This translates further to a maximumhome purchase price of $200,000 to$250,000 depending upon loan rags and terms. Through this ongoing legislative code adoption process it has been apparent that community participation and engagement is desired and is essential to ensuring effective and practical codes. It has also been evident that given the complex and technical nature of some code content,significant time and effort should be invested in public education and outreach to help communicate the benefits and impacts of these regualtions before they are proposed for adoption. in closing I would like to express the support of Bill 179 Draft 2 and strongly encourage the passing of this measure. On behalf of the members of the Housing Coalition we look forward to conflu d collaboration and engagement in the further development and anticipated adaption of the Building and Residential Codes by this corning November.
