No. 723-20 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:03 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 723-20, reports as follows: <br /> Resolution No. 723-20, transmitted by Finance Director Deanna Sako, via Communication No. 1061 <br /> dated August 27, 2020, authorizes the Office of the Mayor to enter into an agreement with the United <br /> States Department of Housing and Urban Development. <br /> This resolution allows for the receipt of$978,184 of federally-derived funds to be used by the Office of <br /> Housing and Community Development to prevent, prepare for, and respond to the COVID-19 pandemic. <br /> A motion to move Resolution No. 723-20 to Council with a positive recommendation was made by <br /> Council Member Ashley L. Kierkiewicz, and seconded by Council Member Susan L. K. Lee Loy. <br /> Finance Director Deanna Sako and Housing Administrator Duane Hosaka addressed Your Committee <br /> noting that this funding is technically round two of three federal funding opportunities coming to <br /> Housing via the Community Development Block Grant (CDBG) route. Mr. Hosaka shared that unlike <br /> the Coronavirus Aid, Relief, and Economic Security(CARES) funds with the December 2020 <br /> expenditure deadline, these funds have a five-year expenditure deadline, however he anticipates funds <br /> being spent within one to two years. To assist the island community response to COVID-19, funding is <br /> being allocated to The Food Basket, Boys and Girls Club of Big Island, Na Kahua Hale 0 Ulu Wini, and <br /> Project Vision Hawai`i. Funding may also be used as reimbursements for those organizations' expenses <br /> related to COVID-19.
