No. 723-20 PLACE: Council Chambers Hilo, Hawai`i TIME: 9:03 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 723-20, reports as follows: Resolution No. 723-20, transmitted by Finance Director Deanna Sako, via Communication No. 1061 dated August 27, 2020, authorizes the Office of the Mayor to enter into an agreement with the United States Department of Housing and Urban Development. This resolution allows for the receipt of$978,184 of federally-derived funds to be used by the Office of Housing and Community Development to prevent, prepare for, and respond to the COVID-19 pandemic. A motion to move Resolution No. 723-20 to Council with a positive recommendation was made by Council Member Ashley L. Kierkiewicz, and seconded by Council Member Susan L. K. Lee Loy. Finance Director Deanna Sako and Housing Administrator Duane Hosaka addressed Your Committee noting that this funding is technically round two of three federal funding opportunities coming to Housing via the Community Development Block Grant (CDBG) route. Mr. Hosaka shared that unlike the Coronavirus Aid, Relief, and Economic Security(CARES) funds with the December 2020 expenditure deadline, these funds have a five-year expenditure deadline, however he anticipates funds being spent within one to two years. To assist the island community response to COVID-19, funding is being allocated to The Food Basket, Boys and Girls Club of Big Island, Na Kahua Hale 0 Ulu Wini, and Project Vision Hawai`i. Funding may also be used as reimbursements for those organizations' expenses related to COVID-19. Answering an inquiry on the amount detailed for administrative costs, Mr. Hosaka stated that said total represents seven percent of total budget for indirect costs; for example, rent, electricity, phones, etcetera., which will last them less than two years.
