No. 1060/Bill No. 192 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:03 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 192, reports as follows: <br /> Bill No. 192, transmitted by Finance Director Deanna Sako, via Communication No. 1060 dated <br /> August 27, 2020, amends Ordinance No. 20-44, as amended, relating to Public Improvements and <br /> Financing thereof for the fiscal year July 1, 2020 to June 30, 2021. <br /> This bill adds the Public Works Bridges Inspections & Appraisal —Federal project for $160,000 to the <br /> Capital Budget. Funds for this project shall be provided from Federal Grants Receivable. <br /> A motion to move Bill No. 192 to Council with a positive recommendation was made by Council <br /> Member Susan L. K. Lee Loy, and seconded by Council Member Herbert M. "Tim" Richards, III. <br /> Public Works (DPW) Deputy Director Allen Simeon addressed Your Committee to elaborate on <br /> the biennially mandated inspection of county-maintained bridges registered in the National Bridge <br /> Inventory, which is 80 percent funded by the Federal Highway Administration, and 20 percent by <br /> the County. He stated that the 129 bridges on the list for biennial inspections require DPW engineers <br /> to report on every element; depth, arch, railings, fixtures, columns—above ground and under water, <br /> etcetera, in order to monitor, determine routine maintenance, and any repairs required. Mr. Simeon <br /> stated that there are decades of bridge inspection reports, also stated DPW can create a priority list with <br /> an executive summary for each bridge using comparisons from prior year reports.
