Your Committee on Finance, to which was referred Bill No. 192, reports as follows:
Bill No. 192, transmitted by Finance Director Deanna Sako, via Communication No. 1060 dated
August 27, 2020, amends Ordinance No. 20-44, as amended, relating to Public Improvements and
Financing thereof for the fiscal year July 1, 2020 to June 30, 2021.
This bill adds the Public Works Bridges Inspections & Appraisal —Federal project for $160,000 to the
Capital Budget. Funds for this project shall be provided from Federal Grants Receivable.
A motion to move Bill No. 192 to Council with a positive recommendation was made by Council
Member Susan L. K. Lee Loy, and seconded by Council Member Herbert M. "Tim" Richards, III.
Public Works (DPW) Deputy Director Allen Simeon addressed Your Committee to elaborate on
the biennially mandated inspection of county-maintained bridges registered in the National Bridge
Inventory, which is 80 percent funded by the Federal Highway Administration, and 20 percent by
the County. He stated that the 129 bridges on the list for biennial inspections require DPW engineers
to report on every element; depth, arch, railings, fixtures, columns—above ground and under water,
etcetera, in order to monitor, determine routine maintenance, and any repairs required. Mr. Simeon
stated that there are decades of bridge inspection reports, also stated DPW can create a priority list with
an executive summary for each bridge using comparisons from prior year reports. Approximately
$6 to $8 million is anticipated annually for shovel-ready Statewide Transportation Improvement
Program bridges and County roadway projects.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 192, and recommends
its passage on first reading.
