My name is Ron Wilson, and I am the Co-Chair of Big Island Friends Of Public Radio (BIFPR), a new
Deborah ward, grass-roots group working under the auspices of Hawaii Public Radio (HPR), anon-profit 501(c)(3)
Treasurer organization. We thank you for the opportunity to meet with you last week to discuss our project, the
Bill Bergstrom Purpose of which is to bring public radio service to those communities on the island which do not
currently have access to public radio.

Our plan is to raise $50,000 to purchase and install the equipment necessary to allow transmission of
Joshua Pollock the classical music, news and programs on public radio which are available to most parts of the
Glenn xaaota country. Hilo and environs are the largest metropolitan area in the United States unserved by public
radio, and we respectfully request your help as a Hawai i County Councilperson in rectifying the
very] Ann Grace situation and achieving our goal.
sob xern We would like to ask your support and assistance in placing a request for a special one-time funding
Alice Moon allocation of $25,000 before the entire Hawaii County Council next month. These funds will only be
used in conjunction with the $25,000 we are raising locally from individual donors, businesses,
Phyllis Eide corporate sponsors, and foundation grants to purchase, rebuild, and install a 20,000 watt transmitter
and antenna; this facility is to be located in Papaikou on the top 20 feet of the KWXX tower.
Once the FCC license is approved and construction is completed, we may immediately begin
repeating the signal originating from Hawaii Public Radio's KHPR in Honolulu to a large portion of
East Hawaii, hopefully before the end of 1999. The signal will be rebroadcast under the call letters
KANO, to be located in the vicinity of 91.3 FM. The board of directors of HPR in Honolulu have
shown their support for this project by agreeing to pay for the first year's operating costs, expected to
be approximately $45,000. From that point, operating funds will be raised in the same way as they
are in Honolulu and Maui, by way of on-air fundraising. This is truly alistener-supported service;
97% of the country is afforded public radio coverage by the same method, and has been for over thirty
years.
We welcome the opportunity to discuss the matter further with you and your fellow Councilpersons,
and will be happy to present our project before the full Council at the soonest possible date. Please
do not hesitate to contact us at any time, and we thank you in advance for your support of this
worthwhile project.
