Your Committee on Finance, to which was referred Resolution No. 739-20, reports as follows:
Resolution No. 739-20, transmitted by Finance Director Deanna Sako, via Communication No. 1087
dated September 18, 2020, authorizes the Office of the Mayor to enter into an agreement with the
United States Department of Housing and Urban Development.
This resolution allows for the receipt of$1,101,466 of Federally derived funds to be used by the Office
of Housing and Community Development to pay for an increase in Section 8 rent due to the impact of
COVID-19 pandemic.
A motion to move Resolution No. 739-20 to Council with a positive recommendation was
made by Council Member Herbert M. "Tim" Richards, III, and seconded by Council Member
Ashley L. Kierkiewicz.
Office of Housing and Community Development Administrator Duane Hosaka addressed Your
Committee, noting that the federal Housing and Urban Development (HUD) office projected a
significant shortfall and was able to provide extra funds for increased rents for clients, including the
additional housing assistance needs due to COVID-19. He added that the funding was in addition to the
$20 million budget, and that unlike most of the CARES funds that have a December 30, 2020 spending
deadline, these HUD funds do not. This new funding will be used for the shortfall from June through
December 2020. Any remaining funds will be put into a reserve fund account for later use.
Approximately 2,030 clients will benefit from these funds.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 739-20, and
recommends its adoption.
