No. 1087/Bill No. 203 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:03 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 203, reports as follows: <br /> Bill No. 203, transmitted by Finance Director Deanna Sako, via Communication No. 1087 <br /> dated September 18, 2020, amends Ordinance No. 20-45, as amended, the Operating Budget for the <br /> County of Hawai`i for the fiscal year ending June 30, 2021. <br /> Bill No. 203 appropriates revenues in the Federal — Housing Assistance Program COVID-19 account <br /> ($1,101,466); and appropriates the same to the Housing Assistance Program COVID-19 account. Funds <br /> would be used to pay for an increase in Section 8 rent due to the impact of the COVID-19 pandemic. <br /> A motion to move Bill No. 203 to Council with a positive recommendation was made by Council <br /> Member Herbert M. "Tim" Richards, III, and seconded by Council Member Rebecca Villegas. <br /> Office of Housing and Community Development Administrator Duane Hosaka addressed Your <br /> Committee, noting that the federal Housing and Urban Development (HUD) office projected a <br /> significant shortfall and was able to provide extra funds for increased rents for clients, including the <br /> additional housing assistance needs due to COVID-19. He added that the funding was in addition to the <br /> $20 million budget, and that unlike most of the CARES funds that have a December 30, 2020 spending <br /> deadline, these HUD funds do not. This new funding will be used for the shortfall from June through <br /> December 2020.
