Your Committee on Finance, to which was referred Bill No. 204, reports as follows:
Bill No. 204, transmitted by Finance Director Deanna Sako, via Communication No. 1088
dated September 18, 2020, amends Ordinance No. 20-44, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2020 to June 30, 2021.
Bill No. 204 adds the Public Works Waika'alulu Bridge No. 44-8 project for$600,000 to the
Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital
Projects Fund—Fund Balance and/or Other Sources.
A motion to move Bill No. 204 to Council with a positive recommendation was made by Council
Member Valerie T. Poindexter, and seconded by Council Member Susan L. K. Lee Loy.
Public Works Deputy Director Allan Simeon addressed Your Committee, noting that the bridge is at
Kalopa. He indicated that upon the approval of this bill, Public Works will then be able to start the
procurement process for the design and construction to remove and replace the old bridge. Mr. Simeon
did not have a timeline for this process nor the completion of the project to share with Your Committee
at this time.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 204, and recommends
its passage on first reading.
