Environmental Management Commission and a public comment period of 30-days. In addition,
to be all inclusive, other County Code changes and administrative rule changes that will be
upcoming in a future bill will be also be included in the review process, for example sewer fees.
DEM (Department of Environmental Management) anticipates the completion of these by end of
November 2020.
Council Member Richards reminded Your Committee that bills are now allowed to be reviewed
by the EMC (Environmental Management Commission) concurrently with Council, however that
a second reading and vote on said bill cannot be made without an EMC reply, or if they so
desire, a non-reply.
Inquiries and suggestions were made to Deputy Director Noda by Council Member Rebecca
Villegas as to the amendments to the qualifications of the Director of Environmental
Management, including the addition of other related degrees such as Environmental Sciences.
Deputy Director Noda shared that the proposed amendments regarding the qualification of said
Director position is to mirror what is written in the County Charter. Council Chair suggested
that Council Member Villegas propose an amendment to the County Charter relating to the
addition of other applicable degrees as acceptable educational experience for said position.
A motion to refer Bill No. 207, as amended, to the Environmental Management Director and
Commission for its review and recommendation was made by Council Member Richards, and
seconded by Council Member Valerie Poindexter, and was unanimously passed.
Your Committee on Agriculture, Water, Energy, and Environmental Management is in accord
with the purpose and intent of Bill No. 207, as amended, and recommends its passage on first
reading.
