RESOLUTION NO. 764 20
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE PAHOA LAVA
ZONE MUSEUM FOR ITS PAHOA SECURITY CAMERA PROGRAM.
WHEREAS, the Pahoa Lava Zone Museum, a 501(c)(3) nonprofit organization, displays
cultural art and volcanic exhibits and artifacts that highlight the unique geological features of
lower Puna, attracting visitors and residents who are contributing to the revitalization of
downtown Pahoa and the surrounding community; and
WHEREAS, the Pahoa Lava Zone Museum receives visitors from all over the world,
hosts tours for small groups, and provides drug-free and alcohol-free educational events to local
civic, school, and youth groups; and
WHEREAS, the Pahoa Lava Zone Museum and surrounding businesses are adversely
affected by unlawful and criminal activities, including, but not limited to, property damage, theft,
assault, and illegal drug and alcohol use in public spaces, resulting in an unsafe environment for
business owners, community members, and visitors; and
WHEREAS, the Pahoa Lava Zone Museum is requesting funding for its Pahoa Security
Camera Program to purchase, install, and maintain security cameras in downtown Pahoa; and
WHEREAS, the Department of Liquor Control supports drug-free and alcohol-free
programs that enrich the lives of community members and enhance the well-being of Hawai`i
Island residents; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Liquor Control to provide a grant to the Pahoa Lava Zone Museum for its Pahoa Security
Camera Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
