Your Committee on Finance, to which was referred Bill No. 208, reports as follows:
Bill No. 208, transmitted by Finance Director Deanna Sako, via Communication No. 1105
dated October 2, 2020, amends Ordinance No. 20-45, as amended, the Operating Budget for the
County of Hawai`i for the Fiscal Year ending June 30, 2021.
Bill No. 208 appropriates revenues in the Parks and Recreation Department of Business, Economic
Development and Tourism (DBEDT) Social Transportation Program Income account ($50,000);
and appropriates the same to the DBEDT Social Transportation Program Income account. Funds
would be to support the Elderly Activities Division's paratransit program for seniors.
A motion to move Bill No. 208 to Council with a positive recommendation was made by
Council Member Rebecca Villegas, and seconded by Council Member Karen Eoff.
Elderly Activities Operations Director Roann Okamura addressed Your Committee with appreciation
for the appropriation, noting that many seniors who are told they can no longer drive still have needs
to be met; the paratransit service provides for social transportation such as that. She credited
Representative Mark Nakashima and Council Member Valerie T. Poindexter for creating this pilot
project in Hamakua, and stated that although COVID-19 has hampered much ridership, the funding
provides for the replacement of their fleet to be able to better serve the seniors in the near future.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 208, and recommends
its passage on first reading.
