RESOLUTION NO. 778 20
A RESOLUTION APPROVING THE NOMINATION OF CITY AND COUNTY OF
HONOLULU COUNCIL MEMBER JOEY MANAHAN TO THE NATIONAL
ASSOCIATION OF COUNTIES BOARD OF DIRECTORS.
WHEREAS, the Hawai`i State Association of Counties (HSAC) is a nonprofit
corporation comprised of members of the four County Councils of the State of Hawai`i; and
WHEREAS, through their HSAC membership, the county councils of the State of
Hawai`i are also members of the National Association of Counties (NACo), which is governed
by a separate board of directors composed of elected officials of member counties; and
WHEREAS, Section 5 of the HSAC bylaws requires the HSAC Executive Committee to
nominate two eligible persons to serve on the NACo Board of Directors; and
WHEREAS, the HSAC Executive Committee at its May 11, 2020, meeting, approved
the nomination of Ikaika Anderson of the Honolulu City Council and KipuKai Kuali`i of the
Kaua`i County Council to serve on the NACo Board of Directors for the term beginning
July 1, 2020; and
WHEREAS, Honolulu City and County Council Chair Ikaika Anderson and Kaua`i
Council Member KipuKai Kuali`i were confirmed at the June 25, 2020, remote convening of the
HSAC General Membership meeting to serve as NACo directors for the fiscal year 2021; and
WHEREAS, Honolulu City and County Council Chair Ikaika Anderson announced on
September 9, 2020, his resignation from the Honolulu City Council effective
September 23, 2020; and
WHEREAS, Section 5A of the HSAC bylaws requires nominees to the NACo Board of
Directors to be nominated by the HSAC Executive Committee and member county councils of
HSAC and the nominations forwarded to the NACo President and Board of Directors for
consideration in accordance with Article VI of the NACo bylaws; and
WHEREAS, due to Honolulu City Council Chair Ikaika Anderson's resignation, the
HSAC Executive Committee approved the nomination of Honolulu City Council Member Joey
Manahan to replace Ikaika Anderson on the NACo Board of Directors for the remainder of
Fiscal Year 2021; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby approves the nomination of Honolulu City Council Member Joey Manahan to serve on
the National Association of Counties Board of Directors for the term ending on June 30, 2021.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the President and Secretary of the Hawai`i State Association of Counties.
