Establishes a"Primary Airport" land use within the Limited Industrial and General Industrial
zoning districts, provides a definition of a Primary Airport, and identifies accessory uses. Ayes:

Bill 208: Amends Ordinance No. 20-45, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2021. Appropriates revenues in the Parks &
Recreation Department of Business, Economic Development& Tourism (DBEDT) Social
Transportation Program Income account ($50,000); and appropriates the same to the DBEDT
Social Transportation Program Income account. Ayes: Council Members Chung, David,
Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Villegas, and Acting Chair Eoff— 8;
Noes: None; Absent: Council Member Richards— 1; Excused: None.
Bill 218: Amends Ordinance No. 20-45, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2021. Appropriates revenues in the State Grants—
Hawai`i Island Tourism Destination Management Plan account ($25,000); and appropriates the
same to the Hawai`i Island Tourism Destination Management Plan account. Ayes: Council
Members Chung, David, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Villegas, and
Acting Chair Eoff— 8; Noes: None; Absent: Council Member Richards— 1; Excused: None.
Bill 219: Amends Ordinance No. 20-45, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2021. Appropriates revenues in the Federal—
Community Development Block Grant (CDBG)-Disaster Recovery account ($83,841,000); and
appropriates the same to the CDBG-Disaster Recovery account. Ayes: Council Members
Chung, David, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, Villegas, and
Acting Chair Eoff— 9; Noes: None; Absent: None; Excused: None.
Bill 220: Amends Ordinance No. 20-44, as Amended, Relating to Public Improvements and
Financing Thereof for the Fiscal Year July 1, 2020 to June 30, 2021. Increases the Public Works
Microwave System Replacement project by $2 million. Additional funds for this project shall be
provided from General Obligation Bonds, Capital Projects Fund—Fund Balance and/or Other
Sources, for a total appropriation of$6 million. Ayes: Council Members Chung, David,
Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Villegas, and Acting Chair Eoff— 8;
Noes: None; Absent: Council Member Richards — 1; Excused: None.
Bill 221: Amends Ordinance No. 20-45, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2021. Increases revenues in the Center for Tech and
Civic Life (CTCL) COVID-19 Response Grant account ($177,193.75); and appropriates the
same to the CTCL COVID-19 Response Grant account. Ayes: Council Members Chung, David,
