Your Committee on Finance, to which was referred Bill No. 224, reports as follows:
Bill No. 224, transmitted by Finance Director Deanna Sako, via Communication No. 1147 dated
October 28, 2020, amends Ordinance No. 20-44, as amended, relating to Public Improvements and
Financing thereof for the Fiscal Year July 1, 2020 to June 30, 2021.
Bill No. 224 adds the Parks and Recreation Waiakea Uka Park project for $2.1 million to the Capital
Budget. Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund—
Fund Balance and/or Other Sources.
A motion to move Bill No. 224 to Council with a positive recommendation was made by Council
Member Susan Lee Loy, and seconded by Council Member Ashley Kierkiewicz.
Council Member Lee Loy shared that this is the companion to Bill No. 223-20, and that in total, with the
match from the State of Hawai`i initiated by House Representative Richard Onishi, this project has
$8.5 million to realize the goals for the community of Waiakea Uka.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 224, and recommends
its passage on first reading.
