Re: Acceptance of Donation f
In accordance with(1) Article XIII, Section 13-12, of the Hawai'i County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of
money, securities or other personal property or of real estate or any interest in real estate,
and with (2) Chapter 2, Article 30, Section 2-162 (b), of the Hawaii County Code, which a
states that a gift or donation of money, securities, or personal property not covered by the
capitalization procedures (of the Department of Finance) shall be submitted to the
Council by letter for its approval, we request the Council's approval of the following
donation:
Four(4) ten-inch pallet rack beams valued at approximately $400. This donation
from Pacific Wireless Communications will be used to make a complete functioning
pallet rack with the parts already possessed by the Civil Defense Agency.
Please send a letter of appreciation to Pacific Wireless Communications, 188 Wiwoole
Street, Hilo, HI 96720. If there are any questions,please do not hesitate to call Tom
Olson of the Civil Defense Agency at 935-0031.

To accept a donation to Hawaii County Civil Defense Agency from Pacific Wireless Communications, 188
wcole St, Holo, HI 98720:
Four(4) 19 pallet rack beams. Each beam is valued at approximately$100,for a total value of 00
B. BACKGROUND AND JUSTIF•'ICATION, USE ADDITIONAL SHEETS AS NEEDED .
The Civil Defense Agency owns several sets of pallet rack vertical support structures, but the vertical
members require horizontal pallet rack beams to make a complete functioning rack, which Civil Defense
does not currently possess.
On Monday, November 23, 2020, I attended a meeting at Pacific Wireless Communications' Hilo office and
noticed unused pallet rack beams in a corner of the warehouse. Those pallet rack beams were exactly what I
was missing to complete the set I already had. I was then offered the beams as a donation by the PWC
supervisor. I contacted my immediate supervisor, who indicated that I could formally request Council action
to accept the donation.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
