This appropriation reflects funding allocations received from the Department of Labor and industrial Relations for the Program Year(PY) 2018. The bill sets up the proper accounts to receive and expend the WIOA funds. The Office of Housing and Community Development(OHCD) indicates that the funds will be utilized to assist youth by providing services that will train individuals to increase employment, retention, earnings, skills, and literacy. This will improve the quality of the workforce, reducing welfare dependency and enhancing the productivity and competitiveness of the local economy. The Office of Housing and Community Development is requesting that this bill be waived from Finance Committee and be placed on the December 23, 2020 Council agenda to expedite the receipt of these funds. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for Immediate action.
