Dear Chair David and Members of the Hawaii County Council:
It is my pleasure to submit for your confirmation the appointment of Ramzi I. Mansour as
Director for the County of Hawaii Department of Environmental Management, pursuant to
Section 6-10.2 of the Hawaii County Charter. This appointment was effective at 12:00 noon
on Monday, December 7, 2020.
Mr. Mansour currently serves as the Division Chief of Wastewater Treatment and
Disposal and special assignment to the Director of the Department of Environmental Services
for the City and County of Honolulu where he oversees all wastewater management. Prior to
his current role, he spent 20 years as the Senior Engineering Manager for the Kern County
Waste Management Department in California.
Mr. Mansour will serve a term co -terminus with my tenure, which will end on December 2,
2024.
Pursuant to Rule 5(6) (g) of the Rules of Procedures and Organization of the Council of the
County of Hawaii, we respectfully request a waiver of nomination through committee so
that it may be considered by the full County Council on December 23, 2020.

supervision, human resources management, planning, modeling, regulatory
requirements, cost assessment, administration, forecasts, scheduling, budgeting,
finance, design, construction, operations, and maintenance of public works
infrastructure and capital improvement projects.
Extensive background in Parcel Subdivision Engineering; Tract
development for homes, infrastructure, roads, bridges, water and sewer systems,
architectural structures, electrical and mechanical utilities, and establishment of
assessments for private and public districts.
Extensive background in private and public agency administration;

Accomplishments:
Personal: Married for twenty eight years with a family of three beautiful,
multi -talented and well-rounded children that are straight "A" students attended
Berkeley, UCLA, and UC Santa Barbara universities. Committed and dedicated
to maintaining a healthy and physically fit lifestyle in general and in the work
place.
Professional: Division Chief of WTD and special assignment to the director
of ENV, Oahu, Hawaii, Kern County Senior Engineering Manager/Deputy
Director and licensed Civil Engineer in the State of California and the State of
Hawaii, and certified wastewater treatment plant operator. Actively pursues
professional and career growth. Progress is ongoing toward the Land Survey
License Exam in the State of California. Professionally published and an award
winning manager that resulted from bringing the County of Kern international
exposure in Year 2001 with presentation of a technical research abstract in Italy
on the Geosynthetic Clay Liner (GCL) and GCL behavior in solid waste sanitary
landfills. In Year 2000, was offered the Public Works Director/City Engineer
position by the City of Delano. Now working with County Department
Management teams and several Board of Supervisor members to re-create a
consolidated Public Works Department.
Work Experience:
February 2020 -Present Division Chief of wastewater Treatment and
Disposal and special assignment to the Director
of ENV department Lori Kahikina, Honolulu.
Manage and supervise all of their wastewater
treatment plants, and staff and over than 1/2 billion
dollars projects. Work with all other divisions, and
consultants. Problem solving to other issues and
concerns in the island. Assisted on the
Implementation of the foodware admin rules, assist in
the other duties as needed. Save the island tens of
millions of dollars through creative problem solving
and practical design and construction concepts.
Working with the director and DOH to establish well
organized training program for all wastewater facilities.
Setup team building concept and training program.
Assist as needed on other projects and issues within
the island.
April 1999- February 2020 Senior Engineering Manager for the Design,
Construction, Closure Divisions, and Wastewater
Treatment Plants and Sewage Collection Systems.
Wastewater Districts' Engineer, P.E. for Kern
County Waste Management Department I.
Manage all activities of the Wastewater Treatment Plants for the County of Kern.
Manage all activities of the Closure Division, which has a long term Eastin Fund
budget at maturity of approximately $60,000,000, for use in closure of various
Kern County Sanitary Landfills. Since July of 2003, manage all activities of the
Design and Construction Division in the Kern County Waste Management
Department with an approximate $5,000,000-$20,000,000 annual budget for
varied Capital Improvement Projects. The Capital Projects include, but are not
limited to, design and construction of new landfill liners, closures, waste diversion
facilities, transfer stations, site improvements, drainage and grading, wastewater
collection system infrastructure, and wastewater treatment plant and process
improvements.
Manage all closed and remediated solid waste facilities activities (Operations and
Maintenance) to ensure full compliance with local, state and federal rules and
regulations.
Manage and supervise a total of 22 professional and credentialed staff, as well
as the Design, Construction, 'Maintenance; Graphics/Cad; and Survey Sections
of the Engineering Division in the Waste Management Department.
Establish polices, procedures, and protocol for Compliance, Design, Construction,
Maintenance, Training and Quality Assurance. Implement design creativity and
efficiency to ensure tax payer stewardship and obtain millions of dollars in cost
savings to Kern County.
Oct.1992-April 1999 Design and Construction Supervisor
Waste Management Department, Kern County
Manage/Supervise the Design and Construction Section which consisted of
thirteen engineering professionals and an annual budget of $2,000,000 to
$18,000,000 for Capitol Improvement Projects. Managed to minimize and/or
eliminate Contractor Change Orders. Manage over thirteen Consultant
Agreements for various public works projects within Kern County. Establish
training procedures and policies for staff members. Promoted Total Quality
Management (TQM) and reengineering through innovation and teamwork.
Implement design creativity and innovations that resulted in placement of Waste
Management Department as the first candidate in line for the acceptance of an
alternative design for closure and landfill liners.
May 1990- Oct. 1992 Project Manager/Resident Engineer
Public Works Department, Kern County
Oversee Public Works construction projects that include but are not limited to,
Landfills, Bridges, Sewer Systems, Water Systems, Roads, Concrete Structures,
Drainage Systems, Transfer Stations, Contract Change Orders, Contract
Administrations, Project Scheduling and Management.

Manage and supervise the activities of the engineering department which
included client marketing and acquisition, Soliciting engineering public works,
and networking with public officials for approval of private projects/developments.
Oversee the design of major subdivisions, flood studies, parcel maps and private
and public infrastructure. Manage and direct the engineering staff and distribute
assignments. Schedule, plan, and provide quality assurance for major residential,
commercial and Industrial projects to ensure deliverables are on time and within
budget. Ensure Client satisfactions through collaboration, performance, and
diplomacy.

Bakersfield, California
Design and draft subdivision maps, tract maps, parcel maps, sewer, water,
drainage, flood studies, grading, and street improvement plans. Performed
Structural calculations and operated the first version of AutoCad. Managed the
project budget to ensure all projects were completed on time and maintained
within the profitability margin.
