SUBJECT: Reports attendance of Council Members at a meeting of the Kona
Community Development Plan Action Committee on December 16, 2020
In accordance with HRS § 92-2.5(e), I am reporting the attendance of Council Members
Rebecca Villegas, Heather Kimball, Tim Richards, Ashley Kierkiewicz, Sue Lee Loy and myself
at the Kona Community Development Plan Action Committee meeting on December 16, 2020,
via zoom. This communication also serves to notify you that Council Members Rebecca
Villegas, Heather Kimball and myself exited the meeting upon realizing there were more than
four council members in attendance.
During this meeting, the Planning Department staff provided an overview relative to potential
Action Committee activity during 2021 that included the status of action committee
memberships, tentative meeting and communication cadence, and a high level overview of the
framework being developed around a county/community learning and communication tool.
HRS Section 92-2.5(e) provides that two or more members of a board, but less than a quorum,
may attend an informational meeting or presentation on matters relating to official board
business, including a meeting of another entity, legislative hearing, convention, seminar, or
community meeting; provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board. The section further provides that at the
next duly noticed meeting of the board, the board members shall report their attendance and the
matters presented and discussed that related to official board business.
