Aloha County Council,
I'm writing to request you either vote to withdraw Bill 217 or modify it per the recommendations of Ron & Lori
Johnson of Kukuihaele, at bottom.
My wife and 1, and our two children, have lived in Hamakua for over 12 years. My wife and I walls to the beach in
Waipio Valley at least monthly. We don't have a 4 wheel drive vehicle, nor can we afford one.
This bill is surely violating our rights as taxpayers whose tax dollars fund that road, and it will promote more vehicle
traffic down that road.
Blocking beach access to taxpaying local pedestrians seems an extreme solution to the purported safety concerns.
My wife and I are always careful to yield to vehicles when walking that road and never trespass on private property.
`I,here is no other beach in Hamakua. We treasure access to it.

Adjustment to the bill proposed by Ron & Lori Johnson
Please consider a simple, but very powerful, adjustment to Bill No. 217. If the exclusion is simply changed from
"residents of Waipi'o" to "residents of Hawaii", all of the above problems disappear.
• 'This adjustment would eliminate illegal discrimination and disputes from Hawaii taxpayers over their ri,,ht to
use of a public road_
• This adjustment would greatly simplify enforcement, because residents of Hawaii can be quickly, easily, and
positively identified by their existing Hawaii driver's license or State ID.
• This adjustment would reduce vehicles on this road, and improve traffic flow. Along with that comes reduced
wear of the road surface, reduced pollution, reduced risk of collision, and reduced risk of liability for the
County . . . ultimately improving upon the purpose of this Bill.
