I don't know how you can ban residents of Hawaii from going to Waipi'o Valley. by doing what is being proposed as far as making it only for residents and cultural practices would mean that it essentially becomes a private road.As a result,you will blocked access to very historical, beautiful area for the remainder of Hawaii residents and Visitors. Perhaps one of the biggest issues is the fact that it is a road that is dangerous and is long overdue from having some alternative means to get down there. I know from people who go there on a consistent basis that their concern is that that would then open it up to a lot more traffic and people coming down to that area. Maybe it needs to be something where there has to be some sort of monitoring system like applying for a day pass or something that is in a limited quantity. Furthermore,there needs to be a road that is constructed that is safe for residents and visitors alike.The current road is not acceptable. It's by doing so would limit access to anyone from the big Island that it needs to be private funds because restricting access with me and that it is an essence a private area. I live in Volcano and we have visitors are all constantly coming down our road that is for residents only but we don't go out and harass them and that's because of the access part that's very difficult. We at least have areas that we can move over to such as someone's driveway and so forth where is by doing so on the road to Waipio Valley would cause somebody to go over the cliff. I don't think that these people are concerned about the Covid as much as they are about the intrusion and onslaught of people and visitors to the area which makes it difficult for their access.
