Home My WebLink AboutORD 2021-003 2020-2022.QJ�tY Os kw COUNTY OF HAWAII ORDINANCE NO. 21 3 STATE OF HAWAII BILL NO. 222 AN ORDINANCE AMENDING THE PARKS AND RECREATION FACILITY SCHEDULE, CHAPTER 15, ARTICLE 8, SECTION 15-68.1 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), BY NAMING THE PAVILION AT KUKUIHAELE PARK THE "TAKASHI "TAKA" DOMINGO PAVILION," IN HONOR OF TAKASHI DOMINGO. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Purpose. The purpose of this ordinance is to name the pavilion at the Kukuihaele Park pursuant to Section 15-67(a) (4)(B)(i) of the Hawaii County Code 1983 (2016 Edition, as amended) in honor of Takashi "Taka" Domingo. Takashi "Taka" Domingo was born on December 27, 1936 in Kapulena and raised in the district of Hamakua where he spent his life until passing away on August 29, 2016. He lived at 47-4752 Waipi`o Road, Kapulena, Hawaii. Taka strived to build safe and healthy communities throughout his life and believed maintaining relationships with people to be vital to staying healthy and strong. Taka was first elected to the Hawaii County Council in 1976 and retired in 1996 after serving for 20 consecutive years. After his retirement, Taka continued to participate in the Hamakua Community Development Plan and remained an active volunteer for numerous community organizations and served on many community boards. He served on the Windward Planning Commission from March 1, 2007 to March 1, 2012, representing the N. Hilo-Hamakua District. Taka was instrumental in negotiating Executive Order No. 3042 for a community playground which was executed on January 27, 1981 between Hawaii County and the State of Hawaii for property to build the Honoka`a Complex facilities which includes the gymnasium, baseball fields with concession booth, skate park, playground and track and field. Taka was a remarkable statesman who in the face of difficult and challenging times, especially during the demise of the sugar industry, worked tirelessly throughout his career to improve the lives of all citizens of Hawaii County. His fierce dedication to the people of District 1 and Hawai `i Island will be forever remembered and greatly appreciated. Taka always reminded us to never forget those who have gone before us - those who built these towns on their backs; to honor our kupuna and be good role models for our keiki. The purpose of this ordinance is to commemorate in perpetuity the selfless contributions of community service made by this truly remarkable man by naming the pavilion at the Kukuihaele Park in his honor, pursuant to Chapter 15, Article 8, Section 15-67(a) (4)(B)(i) of the Hawaii County Code 1983 (2016 Edition, as amended), which provides that a structure may be named for a person who "has contributed significantly to the recreational programs in the community in which the open area is located." SECTION 2. Chapter 15, article 8, section 15-68.1 of the Hawaii County Code 1983 (2016 Edition, as amended), is amended by amending the "Hilo/Hamdkua" section by adding the "Takashi "Taka" Domingo Pavilion" to be appropriately inserted and to read as follows: "Section 15-68.1. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance, which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 5. This ordinance shall take effect upon its approval.
