Your Committee on Governmental Operations, Relations, and Economic Development, to which was
referred Communication No. 39, reports as follows:
Transmitted by Mayor Mitchell D. Roth, via Communication No. 39, dated December 8, 2020, submitting
for the Council's review and confirmation the appointment of Mr. Lee E. Lord as Managing Director for
the County of Hawaii.

Mayor Roth introduced Mr. Lord as a personal friend, a feminist and an amazing leader who holds a PhD
in psychology and was unanimously chosen by the selection committee to fill the position of Managing
Director. Mr. Lord has decades of experience directing and administrating in non-profit human services
settings as well as seven years as the Business Manager for the Office of the Prosecuting Attorney in
Hawaii County.
Mr. Lord was present and said he was humbled to be considered for the position of Managing Director
working alongside his friend and colleague Mayor Roth. Mr. Lord views the position as one of support for
the Mayor's initiatives as well as for the Department Heads all working together to make the best
decisions for Hawaii County employees and residents.

Pursuant to Article VI, Section 6-1.2 of the Hawaii County Charter, "The managing director shall be
appointed by the mayor, confirmed by the council and may be removed by the mayor. The managing
director shall have had five years of experience in an administrative capacity, and shall possess
demonstrable education and/or professional experience as required of the office."

Your Committee on Governmental Operations, Relations, and Economic Development is in accord with
the purpose and intent of Communication No. 39, and recommends confirmation of the appointment of
Mr. Lee E. Lord as Managing Director for the County of Hawaii.
