No. 40 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 5:14 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations, Relations, and Economic Development, to which <br /> was referred Communication No. 40, reports as follows: <br /> Transmitted by Mayor Mitchell D. Roth, via Communication No. 40, dated December 8, 2020, <br /> submitting for the Council's review and confirmation the appointment of Mr. Douglass S. Adams <br /> as Director of Research and Development. <br /> Mayor Roth praised and introduced Mr. Adams as a veteran's rights advocate who serves on a <br /> multitude of county commissions, private sector and non-profit boards and has a huge heart for <br /> our Hawaii Island community. Mr. Adams graduated from West Point and earned his law degree <br /> from George Mason University's Antonin Scalia Law School in 2002. <br /> Mr. Adams was present and stated that he felt blessed to be up for a position to help people <br /> "thrive and not just survive". He said he viewed his (future) clients as both the community and <br /> the county departments and that we would be at our best when looking ahead to improve our <br /> standards of living and island life. <br /> Pursuant to Article VI, Section 6-8.2 of the Hawaii County Charter, "The director of research <br /> and development shall be appointed by the mayor, confirmed by the council and may be <br /> removed by the mayor. The director shall have had a minimum of five years of related <br /> experience." <br /> Your Committee on Governmental Operations, Relations, and Economic Development is in <br /> accord with the purpose and intent of Communication No. 40, and recommends confirmation of <br /> the appointment of Mr. Douglass S.
