Your Committee on Governmental Operations, Relations, and Economic Development, to which
was referred Communication No. 40, reports as follows:
Transmitted by Mayor Mitchell D. Roth, via Communication No. 40, dated December 8, 2020,
submitting for the Council's review and confirmation the appointment of Mr. Douglass S. Adams
as Director of Research and Development.
Mayor Roth praised and introduced Mr. Adams as a veteran's rights advocate who serves on a
multitude of county commissions, private sector and non-profit boards and has a huge heart for
our Hawaii Island community. Mr. Adams graduated from West Point and earned his law degree
from George Mason University's Antonin Scalia Law School in 2002.
Mr. Adams was present and stated that he felt blessed to be up for a position to help people
"thrive and not just survive". He said he viewed his (future) clients as both the community and
the county departments and that we would be at our best when looking ahead to improve our
standards of living and island life.
Pursuant to Article VI, Section 6-8.2 of the Hawaii County Charter, "The director of research
and development shall be appointed by the mayor, confirmed by the council and may be
removed by the mayor. The director shall have had a minimum of five years of related
experience."
Your Committee on Governmental Operations, Relations, and Economic Development is in
accord with the purpose and intent of Communication No. 40, and recommends confirmation of
the appointment of Mr. Douglass S. Adams as Director of Research and Development.
