Your Committee on Governmental Operations, Relations, and Economic Development, to which
was referred Communication No. 41,reports as follows:
Transmitted by Mayor Mitchell D. Roth, via Communication No. 41, dated December 8, 2020,
submitting for the Council's review and confirmation the appointment of Mr. Scott Uehara as
Director of Information Technology.
Mayor Roth introduced Mr. Uehara as a hard worker and proactive leader. Mr. Uehara took the
initiative to pull together a work group of county information technology (IT)professionals to
envision changes to the county's IT structure and also developed a resiliency plan which was
included with his resume. Mr. Uehara earned his BA (Bachelor of Science) degree from
University of Hawaii at Hilo and has held numerous IT positions in County and State
institutions, including eight years with the Hawaii Police Department in Hilo.
Mr. Uehara was present and thanked Mayor Roth for nominating him as IT Director. Mr. Uehara
discussed his vision to expand the focus of the IT Department to include an external component
including broadband connectivity for the underserved. Mr. Uehara also stressed the need to
improve the IT help desk to support County employees.
Pursuant to Article VI, Section 6-4.2 of the Hawaii County Charter, "The director of
information technology shall be appointed by the mayor, confirmed by the council and may be
removed by the mayor." And Article VI, Section 6-4.3 of the Hawaii County Charter, "The
director of information technology shall have had a minimum of five years of experience in the
field of electronic data processing, telecommunications networking, and development,
implementation and operation of business-oriented applications, at least three years of which
shall have been in an administrative and managerial capacity in a computer system environment
at least comparable to that of the county's system."

Your Committee on Govermnental Operations, Relations, and Economic Development is in
accord with the purpose and intent of Communication No. 41, and recommends confirmation of
the appointment of Mr. Scott Uehara as Director of Information Technology.
