No. 23-21 PLACE: Council Chambers Hilo, Hawaii TIME: 2:31 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 23-21, reports as follows: Resolution No. 23-21, transmitted by Finance Director Deanna Sako, via Communication No. 24 dated November 18, 2020, authorizes the Office of the Mayor to enter into an agreement with the United States Department of Housing and Urban Development. This resolution allows for the receipt of$200,000 of federally derived funds which would be used by the Office of Housing and Community Development to provide housing assistance to young adults at risk of experiencing homelessness. The funds will be used to pay for the voucher subsidies related to the Foster Youth to Independence Initiative and to cover the program's operating expenses. Housing Administrator Susan Kunz, Office of Housing and Community Development(OHCD), was present and explained that her office is partnering with Department of Human Services to administer the voucher program, noting that the funding will allow OHCD to support 25 youth per year for the next three years. Council Member Ashley L. Kierkiewicz had questions regarding allocation of funds and the geographic distribution of the vouchers.
