Sako, via Communication No. 23 dated <br /> November 18, 2020, amends Ordinance No. 20-44, as amended, relating to public improvements and <br /> financing thereof for the Fiscal Year July 1, 2020 to June 30, 2021. <br /> This bill adds the Public Works Kalaniana`ole Avenue Reconstruction project for$10 million to the <br /> Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital j <br /> Projects Fund - Fund Balance and/or other Sources. <br /> Council Member Susan L.K. Lee Loy expressed frustration and numerous concerns regarding the years <br /> of delays for the Kalaniana`ole Avenue Reconstruction project and stated that, in the past, she had made <br /> multiple requests to Department of Public Works (DPW) for status updates and clarification of costs. <br /> DPW Director Stephen I. Rodenhurst and Civil Engineer Keone Thompson were present and available <br /> for questions. Mr. Thompson explained the need for a new bid to switch from asphalt to concrete and <br /> elaborated on the reallocation of funds. Mr. Rodenhurst acknowledged that the project has lacked <br /> continuity and accountability. Going forward, Council Member Lee Loy requested a copy of the <br /> "punch list"and project milestones in order to improve communication and accountability for tracking <br /> the project.
