Your Committee on Finance, to which was referred Bill No. 8, reports as follows:
Bill No. 8, transmitted by Finance Director Deanna S. Sako, via Communication No. 23 dated
November 18, 2020, amends Ordinance No. 20-44, as amended, relating to public improvements and
financing thereof for the Fiscal Year July 1, 2020 to June 30, 2021.
This bill adds the Public Works Kalaniana`ole Avenue Reconstruction project for$10 million to the
Capital Budget. Funds for this project shall be provided from General Obligation Bonds, Capital j
Projects Fund - Fund Balance and/or other Sources.
Council Member Susan L.K. Lee Loy expressed frustration and numerous concerns regarding the years
of delays for the Kalaniana`ole Avenue Reconstruction project and stated that, in the past, she had made
multiple requests to Department of Public Works (DPW) for status updates and clarification of costs.
DPW Director Stephen I. Rodenhurst and Civil Engineer Keone Thompson were present and available
for questions. Mr. Thompson explained the need for a new bid to switch from asphalt to concrete and
elaborated on the reallocation of funds. Mr. Rodenhurst acknowledged that the project has lacked
continuity and accountability. Going forward, Council Member Lee Loy requested a copy of the
"punch list"and project milestones in order to improve communication and accountability for tracking
the project. Other Council Members reiterated similar concerns.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 8, and recommends
its passage on first reading.
