Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management,
to which was referred Communication No. 43, reports as follows:
Communication No. 43, transmitted by Mayor Mitchell D. Roth, dated December 8, 2020,
appoints Ramzi L Mansour as the Director of Environmental Management for the County of
Hawaii, pursuant to Section 6-10.2 of Hawaii County Charter.
A motion to move Communication No. 43 to full Council with a positive recommendation was
made by Council Member Matt Kaneali`i-Kleinfelder; seconded by Council Member Ashley
Kierkiewicz.
Mayor Roth introduced Ramzi Mansour to Your Committee and expressed his strong support of
Mr. Mansour as he comes with an extensive resume involving wastewater and solid waste.
Mayor Roth informed that he involved a group of Kona constituents to advise of their current
wastewater issues and director candidate suggestions. Mr. Mansour comes to the County of
Hawaii from the City and County of Honolulu.
Mr. Mansour thanked Mayor Roth for the opportunity and stressed the department's goals to
protect the health and welfare of the public with projects prioritized based off that statement.
Several Council Members commented in favor of Mr. Mansour's nomination and noted how this
position inherits many long-term issues that will benefit by his expertise.
Mr. Mansour will serve a term co-terminus with Mayor Roth's tenure, which will end on
December 2, 2024.

Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management
is in accord with the purpose and intent of Communication No. 43, and recommends
confirmation of the appointment of Ramzi I. Mansour, as Director of Environmental
Management.
