Your Committee on Parks and Recreation and Public Safety, to which was referred
Communication No. 42, reports as follows:
Communication No. 42, transmitted by Mayor Mitchell D. Roth, dated December 8, 2020,
submitting for the Council's review and confirmation the appointment of Maurice C. Messina as
Director of the Department of Parks and Recreation, pursuant to Section 6-3.2 of the Hawaii
County Charter.
Mayor Mitchell D. Roth was present at the Council Chambers in Hilo and introduced Maurice C.
Messina, who also appeared in person.
All Council Members commented in favor of Mr. Messina's appointment.
Pursuant to Section 13-8 of the Hawaii County Charter, Council shall confirm or deny the
appointment of the Director of Parks and Recreation within sixty days of the appointment.
Your Committee on Parks and Recreation and Public Safety is in accord with the purpose and intent
of Communication No. 42 and recommends confirmation of the appointment of Mr. Maurice C.
Messina as Director of the Department of Parks and Recreation.
