testimony supporting Comm 43, appointment of Ramzi Monsour to Public Works Director
for Hawai'i County Council Public Works and Mass Transit Committee

Ramzi Mansour Confirmation Letter of Support
i
Sierra Club Hawaii Island Group urges the Hawaii County Council to confirm Ramzi Mansour to
the position of Director of Environmental Management. He is highly qualified with experience
in wastewater and solid waste management. He previously held at top position with the City&
County of Honolulu where he faced all the challenges of meeting federal consent decree
timelines.
He also held a top position at Kern County California before his time in Honolulu also with
major responsibilities. Decades of experience altogether and a remarkable track record. We
are lucky to have his service helping Hawaii County meet it's many challenges.
We look forward to his leadership and solutions-oriented approach as well as his openness to
new ideas. Hawaii County faces significant budgetary constraints yet needs to continue
forward on large scale infrastructure projects. Using tools like public private partnerships like
Honolulu did to build the largest water recycling facility in the State is an example of adopting
new models to get the job done and is an area where Mr. Monsour has the connections to
make that happen.
We enthusiastically endorse his candidacy for this critical environmental position and look
forward to working with him. Mahalo for the Council's support and mahalo to Mayor Roth for
choosing such an excellent candidate.
Sincerely, Deborah Ward, Chair, Hawaii Island Group, Sierra Club
Comm.
