to his resume.

Supplemental Information and Explanation
This supplement to my CV is intended to further clarify how I meet the minimum requirements for Planning
Director set forth in the Hawaii County Charter Section 6-7.2. My minimum requirements are based off the bold
underscored sections shown below in the charter requirements.
Hawai'i County Charter Section 6-7.2 states:
The Planning Director"shall have a minimum of five years of training and experience in a responsible
planning position, or a degree in planning, engineering, architecture, geography, or another planning related
field and three years of experience in a responsible planning position. No Less than three years of experience
shall have been administrative capacity."
The following elements of my CV are directly related to the charter requirements:
1. Superior Development Group DBA Green Island Builders; I was the founder and president of this
company which specialized in real estate development, contracting and project management. Majority of
all projects had a planning related element, most notably would be Ulupono Center in Kea`au.
The Ulupono Center is a commercial subdivision located off Milo Street in Kea'au and consisted of
entitlements byway of a state land use boundary amendment, change of zone and subdivision. After
acquisition of the project, I was personally responsible for the entire project which spanned over three
years and in involved the following:
- Hawai`i County Code, Chapters {Ch}: Ch. 8: Dedication of Land, Ch. 16: Planning, Ch. 23:
Subdivisions, Ch 25. Zoning, Ch. 28: State Land Use Boundary Amendments
- Processing of land use and construction applications
- Development of graded lots and infrastructure
- Managing contractors, subconsultants, engineers, surveyor, and in-house employees
- Dedication of roadway and water system
- Managed multi-million-dollar budget
In this responsible planning position, I was responsible for these administrative functions:
- Managing up to 15 in-house employees
- Managing up to approximately 50 non-in-house workers such as subcontractors and consultants
- Budgeting and compliance with State and Federal tax requirements
- Compliance with labor laws and insurance requirements
- Human Resources

This work experience should qualify for at least five years of training and experience in a responsible I
planning position with full time administrative functions.
2. Kern & Associates; I was the principal of this company which specialized in consulting on land use
planning. I was responsible for preparing, researching, processing, and representing projects related to
land use matters. Applications ranged from; change of zone requests, special permits, subdivisions,
variances and just about every other type of land use application. In order to competently work on the
various projects in-depth knowledge and understanding of the following Hawai'i County Codes is
required.
- Chapter 6: Business
- Chapter 8: Dedication of Land
- Chapter 16: Planning
- Chapter 23: Subdivisions
- Chapter 25: Zoning
- Chapter 28: State Land Use Boundary Amendments
- Chapter: 34: Public Access
- Additional understanding of Hawaii Revised Statues (HRS): Chapter 205: State Land Use Laws,
Chapter 6e: State Historic Preservation, Chapter 343: Environmental Impact Statements
This responsible planning position included all land use applications as mentioned previously as well as
these administrative functions:
- Working with clients and government agencies to plan the best course of action with their project
- Working with clients and government agencies to help resolve land use issues
- Managing up to five in-house employees
- Managing up to approximately 40 non-in-house workers such as subconsultants, engineers, drafters,
designers, etc.
- Budgeting and compliance with State and Federal tax requirements
- Compliance with labor laws and insurance requirements
- Human Resources
This work experience should qualify for at least five years of training and experience in a responsible
planning position with full time administrative functions.

3. Additional Training and Experience in a Responsible Planning Position
- Hawai`i County Windward Planning Commission. I served over three years on the Windward
Planning Commission of which two years I held the position of the Chair. This position entailed
various trainings as well as being responsible for land use and policy decisions.
- Hawai`i County Council, Chair of the Planning Committee
- Board of Water Supply. This position was not a responsible planning position; however, it was a
great source of training in an area so closely related to land use planning.
