Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $494,500 into the Office of Housing and Community Development's Workforce Innovation and Opportunity Act (WIOA) Disaster Recovery DWG accounts. This appropriation reflects funding allocations received from the Department of Labor and Industrial Relations Workforce Development Council for the Program Year(PY) 2021 in response to the COVID-19 pandemic. The bill sets up the proper accounts to receive and expend the WIOA Disaster Recovery funds. The Office of Housing and Community Development(OHCD) indicates that the funds will be utilized to assist dislocated workers by providing disaster relief education/training and humanitarian assistance employment in Hawaii County. The Office of Housing and Community Development is requesting that this bill be waived from Finance Committee and be placed on the February 3, 2021 Council agenda to expedite the receipt of these funds.
