Your Committee on Planning, to which was referred Communication 79 reports as follows:
Communication No. 79, transmitted by Mayor Mitchell D. Roth, dated December 30, 2020,
nominates Michelle Galimba to the Windward Planning Commission.
Executive Assistant to the Mayor, Pomaika`i Bartolome, was in Chambers to introduce the
nominee. Michelle Galimba has been a resident of Hawaii Island for more than 45 years, and
has been working as a rancher since 1999. Ms. Galimba is from District 6 and has been an
advocate for appropriate and responsible land use. She serves on the Big Island Resource
Conservation and Development Counsel, the USDA Farms Service Agency committee, and the
USDA Advisory Counsel. If confirmed, she will serve a term ending December 31, 2022.
Committee Member Chung asked for clarification on why her residence is listed in Na`alehu, but
her Council District is listed as District 5. Ms. Galimba responded that is must have been a
possible mistake. Mr. Chung suggested that it be noted she lives in District 5, but she is still
qualified.
Committee Member Kaneali`i-Kleinfelder brought up a Point of Information and asked if she
lived in District 5. Ms. Galimba replied that she lives in Na`alehu. Mr. Kaneali`i-Kleinfelder said
that is in District 6.
Committee Member Sue Lee Loy brought up a Point of Order and said that Charter Article 7,
Section 6-7.3 states that"There is established a windward planning commission that shall have
jurisdiction over the area consisting of the judicial districts of Puna, South Hilo,North Hilo,
Hamakua, and Ka`u." She believes that for this particular commission the judicial districts rather
than the specific district Ms. Galimba votes in.
Committee Members Maile David, Tim Richards and Heather Kimball expressed their support
for Ms. Galimba's nomination. Committee Chair Ashley Kierkiewicz confirmed that
Ms. Galimba is able to be nominated to serve, regardless of the error of district residence listed,
as the charter looks for representation based on judicial districts.

The vote was then taken on the motion to move this measure to council with a favorable
recommendation.
Your Committee on Planning is in accord with the purpose and intent of Communication No. 79,
and recommends confirmation of Michelle Galimba to the Windward Planning Commission.
