Your Committee on Planning,to which was referred Communication 80, reports as follows:
Communication No. 80, transmitted by Mayor Mitchell D. Roth, dated January 5, 2021,
nominates Mark Travalino to the Leeward Planning Commission.
Executive Assistant to the Mayor, Pomaika`i Bartolome, was in Hilo Chambers to introduce the
nominee. Mark Travalino had just completed his term on the Board of Appeals, has experience
with labor unions and in the construction field. Mr. Travalino has been a resident for 31 years,
and has served on the Kona CDP (Community Development Plan) Action Committee and State
Rehabilitation Council. If confirmed, he will serve a term ending December 31, 2025.
Some members expressed concerns regarding the already strong union representation on the
Commission, and the need to make sure Commission representation is diverse.
Committee Member Maile David asked Mr. Travalino to explain his interest in key infrastructure
needs and new development in West Hawaii, as stated in his application. Mr. Travalino
explained his interest in affordable housing and education opportunities. In terms of
infrastructure, he said there is a need to create revenue to maintain and build new infrastructure.
Committee Member Matt Kdneali`i-Kleinfelder stated that he will vote accordingly with the
Council Members whose districts the commission impacts.
The vote was then taken on the motion to move this measure to council with an unfavorable
recommendation and failed.
