Your Committee on Finance, to which was referred Communication No. 77, reports as follows:
Communication No. 77, transmitted by Mayor Mitchell D. Roth dated December 30, 2020, nominates
Gabriella Cabanas to the Merit Appeals Board.
Ms. P6maika`i Bartalome, Executive Assistant to Mayor Roth, introduced Ms. Cabanas. Ms. Cabanas
retired from Hawaii County's Department of Human Resources after over 37 years of service
overseeing the administration of the Recruitment and Examination Division. She currently belongs to
the Zonta Club of Hilo and is a graduate of University of Hawaii at Hilo.
Ms. Cabanas stated that it would be an honor to serve on the Merit Appeals Board and elaborated on her
devotion to transparency and fairness during her years of service. Several Council Members spoke in
favor of her nomination, emphasizing her commitment to excellence and her impeccable reputation.
Chair Kaneali`i-Kleinfelder informed Ms. Cabanas that she did not need to appear at the next Council
meeting for confirmation of her appointment.
Pursuant to Article VII, Chapter 1, Section 7-1.2 of the Hawaii County Charter,there shall be a Merit
Appeals Board, which shall consist of five members appointed by the mayor with the approval of the
Council.
Your Committee on Finance is in accord with the purpose and intent of Communication No.77, and
recommends confirmation of the appointment of Gabriella Cabanas to the Merit Appeals Board.
