No. 59/Bill No. 13 PLACE: Council Chambers Hilo, Hawaii TIME: 9:03 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 13, reports as follows: Bill No. 13, transmitted by Finance Director Deanna S. Sako, via Communication No. 59 dated December 30, 2020, amends the Capital Budget, Ordinance No. 20-44, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2020 to June 30, 2021. This bill reappropriates lapsed fuel tax funds from past fiscal years by establishing the following program appropriations to the Capital Budget: Kawailani/POhakulani/Ainaola and Kawailani!`Iwalani Traffic Signals Engineering Project($10,546.40). Department of Public Works (DPW) Director Ikaika Rodenhurst and Director Sako were in attendance. Council Members had questions and comments regarding the processes of reappropriation of funds, timelines and change orders. Pursuant to Hawaii Revised Statutes Section 243-5 and Hawaii County Charter 10-10, the Council is authorized to fix the fuel tax rates for the county and may re-appropriate lapsed funds at the end of two fiscal years. In addition,pursuant to Hawaii County Charter 10-6(e),the Council may amend the capital budget for the current year with an affirmative vote of two-thirds of the entire membership.
