No. 60/Bill No. 14 PLACE: Council Chambers Hilo, Hawaii TIME: 9:03 a.m. i 3 Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill No. 14, reports as follows: Bill No. 14, transmitted by Finance Director Deanna S. Sako, via Communication No. 60 dated December 30, 2020, amends the Capital Budget, Ordinance No. 20-44, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2020 to June 30, 2021. This bill appropriates the seventh increment of the fuel tax revenues established by Resolution No. 504-08 to the following Fuel Tax programs: Roadway Projects - Engineering ($1.7 million); Bridge Inspection, Repair and Replacement Program- Engineering ($1.2 million); and Local Road Improvements -Highways ($2.9 million). The program appropriations shall be made to the specific projects listed in Exhibit A, attached to the bill. The local road improvement allocations are distributed as follows: Puna $595,370 South Hilo 881,600 North Hilo 107,010 Hamakua 191,900 North Kohala 84,970 South Kohala 317,260 North Kona 434,710 Ka`u 199,230 Total $2,900,000 Department of Public Works (DPW) Director Ikaika Rodenhurst was in attendance. Several Members requested he provide a document listing funding and priority of specific local road improvement projects within their districts. Also, Members requested results from the state roads survey. Finally, in order to facilitate communication between the Council and DPW's Administration, an update on filling that department's position of Information Officer was requested. FC Report No. 14 i FC-14 Page 2 January 20,2021 I Pursuant to Hawaii Revised Statutes Section 243-5 and Hawaii County Charter 10-10,the Council is authorized to fix the fuel tax rates for the county and may re-appropriate lapsed funds at the end of two fiscal years. In addition, pursuant to Hawaii County Charter 10-6(e),the j Council may amend the capital budget for the current year with an affirmative vote of two-thirds of the entire membership.
