No. 30-21 Your Committee on Public Works and Mass Transit, to which was referred Resolution No. 30-21, reports as follows: Resolution No. 30-21, introduced by Committee Chair Susan L. K. Lee Loy at the request of the Administration, and transmitted via Communication No. 56 dated December 30, 2020, by Public Works Director Steven Ikaika Rodenhurst, authorizes entering a right -of -entry agreement with the state Department of Land and Natural Resources to repair damage to existing drainage facilities and flood control channels as a result of heavy flooding. The subject parcel, 2-2-029:001, covers the mouth of Waiakea Stream where it empties into Wailoa Pond. Kyle Honda of the Engineering Division explained this resolution allows the County to enter into an agreement to access drainage facilities and use it as staging areas. Committee Member Tim Richards asked if the agreement would be in perpetuity. Mr. Honda responded that it depends on the type of work needing to be done. If it's a natural disaster situation, the County could still use the agreement, but it is also dependent on the relationship with the Army Corps of Engineers. Mr. Richards said he will support this measure but feels like there should be a blanket agreement in place. Committee Member Heather Kimball commented that this agreement would establish the relationship at which point the details could be worked on. Mr. Richards agreed but commented that it seems like we keep doing more and more paperwork. Chair Lee Loy explained how this agreement would address all of the debris deposited in the area from mauka sources and would extend the lifeline for clearing out major drainage areas.
