Re: Resolution Creating a Position
The County of Hawaii, Department of Environmental Management is requesting to
create one new Planner V position. The Department of Environmental Management was
awarded federal funding from the United States Department of Commerce Economic
Development Administration to provide partial funding for this position.
Enclosed is a resolution creating one new Planner V, SR-24, position for the Department
of Environmental Management to assist in identifying areas of growth and development
and laying out master plans for sewer collections systems, wastewater treatment plants
and solid waste facilities island wide.
The Department of Environmental Management respectfully requests that a breach be
authorized to submit this resolution after the January 14, 2021 submission deadline, and
that it be waived from the Finance Committee and be placed on the February 3, 2021
Council agenda to expedite this process. If there are any questions, please do not hesitate

A. REQUEST:
A resolution creating a new Planner V position, full time, for the Department of Environmental Management.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department is requesting a Planner V, full time, position to be created to assist the Department in
identifying areas of growth and development and laying out master plans for sewer collection systems,
wastewater treatment plants, and Solid Waste facilities island wide.
One of the responsibilities of this position will be to oversee the Comprehensive Programmatic
Environmental Impact Study for the Pupa Wastewater Statement project. This project is being funded by a
grant from the US Department of Commerce Economic Development Administration (EDA). This grant
includes funding for a half time position for three years which will provide partial funding for this position.

NEW PLANNER V POSITION FOR THE DEPARTMENT OF
ENVIRONMENTAL MANAGEMENT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
