Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $2,251,163 into the Department of Environmental Management's EDA Economic Adjustment Assistance Disaster Recovery Program account. The Department of Environmental Management respectfully requests that a breach be authorized to submit this resolution and bill after the January 14, 2021 submission deadline, and to waive them from the Finance Committee and be placed on the February 3, 2021 Council agenda to ensure execution of the agreements prior to February 16, 2021. The grant will be used to conduct a Comprehensive Programmatic Environmental Impact Study. This request is to accept the funds and to amend the operating budget for FY20-21 in order to receive and expend these grant funds. The Department is also anticipating another grant award from the EDA for a North Kona Sewage Pump Station and Force Main project, The I. DA requires the grant agreements to be executed within 30 days of award. Bill No. 20 AN ORDINANCE TO AMEND ORDINANCE NO. 20-45, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30,2021. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action.
