SUBJECT: Request for discussion on the formation of a Real Property Tax Ad Hoc Committee
Pursuant to Rules of Procedure and Organization for the Hawaii County Council, Rule No. 7—Ad
Hoc Committees, I am requesting 30 minutes on the February 16, 2021 Finance Committee Agenda to
discuss the formation of a Real Property Tax Review Ad Hoc Committee to consider necessary
changes to the current Real Property Tax policies, practices and procedures.
This Ad Hoc Committee will be open to up to four County Council members, at least one
representative from: the Mayor's office, the Department of Finance, the Real Property Tax Division,
the Planning Department, Office of the Corporation Counsel, and as many members of the public with
expertise, general knowledge or interest in current Hawaii County Real Property Tax practices that
would increase the total membership to not more than 13.
This Ad Hoc Committee will begin its work by reviewing the "Final Report to Hawai'i County
Council from the Real Property Tax Review Working Group and Agricultural Committee", including
its recommendations, dated September 20, 2019 and filed under Communication No. 90.1, 2019.
Additionally the Ad Hoc Committee will consider policies and practices currently being implemented
and through the process of public/private and government interactions,will discuss and determine
ways to implement best practices for assessing, determining and collecting Hawaii County Real
Property Taxes to address public critique of the current program.
