My name is Ross Birch, and I am the current President of the Japanese Chamber of
Commerce and Industry of Hawaii(JCCIH). The Japanese Chamber of Commerce&Industry
of Hawaii has been incorporated since 1951 and represents 320 members of the business
community. On behalf of JCCIH, I would like to testify in strong support of PC-2(Comm. 44)
for the Appointment of Zendo Kern as Planning Director.
The JCCIH has and continues to have great support for the newly elected Mayor Mitch
Roth and feel that he has executed an extremely prudent selection process for each of his cabinet
appointees. This is the same process used to identify the best candidate possible for the position
of Planning Director. This means that the interpretation of the qualifications has met the charter
standards as well been approved by the review committee (qualified individuals in their own
right representing all areas of the island) as well as the County of Hawaii Human Resource
Department. Zendo Kern being this individual put forward by Mayor Mitch Roth for this
position ensures that Mayor Roth has confidence in Kern's capabilities and feels Kern will be
part of the county administrative team working in the best interests for the island.
Although I am writing on behalf of the JCCIH and its membership, I personally believe
the individuals put forward by Mayor Roth for his cabinet are the best available and most
qualified to represent our island.
Thank you for your consideration and the opportunity to testify on this measure. We ask
that you please reconsider the appointment of Zendo Kern as Planning Director.
