Members of the County Council:
I had submitted written testimony earlier on this matter and felt it necessary
to direct your attention to the proceedings of the charter commission (1999-2000)
that might assist you in your decision.
The charter commission proposed that certain officers have experience in an
"administrative capacity" and debated the scope and kind of experience that should
be required for any particular office. Must the experience be in public administra-
tion? Would management of a private enterprise suffice? Must the officer have
managed a certain size of enterprise? Would management of a small business
suffice? And more.
The charter commission ultimately concluded it best that the officer have
sufficient experience to handle the administrative functions of his or her
department, without placing a limitation on the scope, extent, source or nature of
that experience. Otherwise, the pool of candidates for a particular office might be
unduly limited. The voters agreed.
