Please put in the public record. Mahalo.

Aloha council members,
Mahalo to the five council members who did the right thing by voting against the controversial appointment of Zendo
Kern as Planning Director. Those five did their democratic duty by representing the electorate in their legislative
capacity rather than bowing to the administrative branch just for the sake of being friendly.
You've heard and will hear again all of the pressing reasons why you should deny this appointment, the main one
being that the nominee is not qualified. He also has clear conflicts of interest and would likely need to recuse himself
often in the position of planning director. He has no training as a planner. His work on the county council was not
administrative nor did it demand a knowledge of land use planning. His work as a private consultant has been to undo
planning law which is disturbing to many residents, including myself, who've taken part in creating the laws made to
protect the social, cultural and natural resources of our island.
Hawaii County needs a bonafide land use planner to head its planning department—someone who has a deep
knowledge of land use issues, not just a view of how to keep development rolling for investors. As did Mayor Kim, so
can Mayor Roth find someone more qualified and less controversial to take on the huge task of running this critical
department.
Mahalo and sincerely,
Janice Palma-glennie
