Bill 11: AMENDS ORDINANCE NO. 09-132 WHICH RECLASSIFIED LANDS FROM
AGRICULTURAL -3 ACRES (A-3a) AND OPEN (0) TO PROJECT DISTRICT (PD)
AT KAU, NORTH KONA, HAWAII, COVERED BY TAX MAP KEY: 7-2-005:001

Chair Kierkiewicz, Vice Chair Villegas, and Members of the Committee:
The University of Hawaii is pleased to provide this testimony regarding the subject
agenda item.
In seeking approval of the initial Ordinance, Palamanui Global Holdings LLC agreed to
provide financial assistance to the University of Hawaii that included: 1) financial
support for design and construction of the first building for our Hawaii Community
College at Palamanui campus; 2) construction of the road from Kaiminani Drive to the
campus; and 3) bringing the necessary electrical and water infrastructure to the
campus. The University of Hawaii confirms the satisfactory completion of all the work
committed to us for the establishment of Hawaii Community College at Palamanui.
Our new campus is now up and thriving, although currently impacted by COVID-19 just
as have been educational institutions across the state and the nation. The University of
Hawaii would warmly welcome the adjacent development of a "University Village" to
create a real community around our Hawaii Community College at Palamanui campus.
The medium- and long-term expansion of residences, business, entertainment and
recreation around the campus will encourage and facilitate growth of higher education
opportunity for the people of West Hawaii. This will benefit students, their families, the
community and the state.
