Dear Chair David, Vice Chair Chun, and members:
The Hawai`i Construction Alliance is comprised of the Hawai`i Regional Council of Carpenters;
the Operative Plasterers' and Cement Masons' Union, Local 630; International Union of
Bricklayers & Allied Craftworkers, Local 1; the Laborers' International Union of North
America, Local 368; and the Operating Engineers, Local Union No. 3. Together, the member
unions of the Hawai`i Construction Alliance represent 15,000 working men and women in the
basic crafts of Hawai`i's construction industry.
The Hawaii Construction Alliance submits this testimony in opposition to Dennis Lin's for
appointment to Windward Planning Commission.
I IPM is the largest supplier of construction materials in the County of Hawaii and would gain an
economic benefit by having their employee on the Windward Planning Commission.
Any significant construction project that passed before the Commission would inevitably
purchase materials from HPM, and since RPM is an Employee Stock Ownership Plan (ESOP)
company Mr. Lin would stand to have a significant personal financial benefit from this
appointment.
Mr. Lin has stated that he would recuse himself from"any decision related to HPM".
Given HPM's position of the largest building supply company in the county, and the fact that the
company is an ESOP, we find it difficult to determine a situation in which HPM would NOT
benefit from the Commission's approval of a project and that those decisions would increase Mr.
Lin's shares in the ESOP.

Given this inherit conflict of interest due to the nature of HPM's employee compensation
package, and the fact that Mr. Lin would have to recuse)himself from a majority of the
Commission's decisions,we feel that it appointment should be opposed.
